This photograph originally appeared in AFSCME's magazine, the Public Employee, in March 1968. It was captioned, "The Rev. Albert Blatz, International vice president, heads a picket line of Minnesota state employees outside of the state capitol in St. Paul that dramatized the demands of State Employees Council 6 for real bargaining. State employees from all over Minnesota kept the picket line in daily operation for three weeks. Father Blatz headed the contingent from St. Peter State Hospital, where he is chaplain, and treasurer of Local 614.”
