The Citizens’ Forum of the city and State of New York, Inc. gave Citizenship Day awards to (from left) New York Congressman John J. Rooney, AFSCME District Council 37 president Calogero “Charlie” Taibi, and the Brown & Williamson Tobacco Corporation. Taibi resigned from president of Council 37 in 1965.
