AFSCME Office of the President: Jack Howard Records

International affairs were handled out of the AFSCME Office of the President. Sometime after 1969, Jack Howard joined the AFSCME staff. When Gerald McEntee became president of AFSCME in late 1981, Jack Howard became his executive assistant. In this role, Howard was responsible for, among other things, international affairs. As such, Howard also worked closely with Secretary-Treasurer William Lucy who was heavily involved in international affairs, eventually becoming president of Public Services International (PSI) in the mid-1990s. The records in this collection reflect Howard’s supervision of AFSCME’s international affairs in the 1980s and 1990s. Howard retired from AFSCME in the early 2000s.

This collection contains correspondence, schedules, publications, planning documents,
photographs, workshop materials, and reports related to AFSCME’s activities in foreign
countries, both as a union itself and in interaction with foreign public employee unions and
international organizations. Also covered are exchange visits between AFSCME and
foreign public employee union leaders.

“Labor Day in Panama: Armed Forces Employees Local 907, and Company/Government Employees Local 900, in Panama, came up with one of the best ideas we’ve heard of for marking Labor Day. The two AFSCME locals got together and decided to present a Labor Day award to the first baby born on Labor Day in the Canal Zone. George Caesar, president of Local 907, at right, looks on as members of the locals present a cake to the mother of the first little arrival. Saturnin Maugé is president of Local 900. The two AFSCME unions represent nearly 5000 workers employed by the three branches of the US Armed Forces and the Canal Zone Company/Government. William Sinclair, AFSCME representative in the Canal Zone who is coordinating the two locals’ organizing campaigns, reported that they should be over the 5000 mark by mid-November.”

This photograph of a ship in the Panama Canal ran in AFSCME’s Public Employee magazine in July, 1966. Members of Local 900 included workers in the canal. The photo’s original caption read, “Line Handlers stand on the afterdeck of a ship going through the Canal at Miraflores awaiting their next chore. They aid in putting ships through the interoceanic waterway.”
