AFSCME Central Regional Office: University of Illinois at Urbana-Champaign Clerical Administrative Campaign Records

AFSCME Local 698, chartered in 1944, initially consisted of laboratory mechanics and agricultural employees of the University of Illinois at Urbana-Champaign (UIUC), with other groups later joining. During 1970-1971, clerical workers initiated an organizing campaign but ultimately failed to get majority support. In 1983, AFSCME sent one organizer, with more following in subsequent years, to UIUC as part of a wider organizing effort in the state of Illinois. In August 1991, a representation election was held and AFSCME won. Local 698 then had its charter amended, granting the clerical-administrative employees a separate local – Local 3700. Contract negotiations began in earnest in 1992. Local 3700 conducted an informational picket in August of 1992. Among the issues was a significant pay gap between state clerical workers (represented by AFSCME Council 31) and the UIUC clerical workers, as well as pay equity between men and women on campus. A group called the Committee of Concerned Clericals attempted to decertify the local, but failed after another election confirmed Local 3700’s status as sole bargaining representative. Members ratified a contract agreement in January of 1993. At that time, Local 3700 had over 1,500 members. The AFSCME Central Regional Office: University of Illinois at Urbana-Champaign Clerical Administrative Campaign Records consist of a chronology of events, newsletters, flyers, brochures, and other organizing materials created in the course of the campaign. Also includes newsletters and publications related to the campaign produced by AFSCME headquarters and AFSCME Council 31.

AFSCME Local 1: Washington, D.C. Records

AFSCME Government Workers Union Local 1 represented public employees within Washington D.C. The founding local of the Government and Civic Employees Organizing Committee-CIO (GCEOC) in 1950, Local 1 became an AFSCME affiliate after the AFL-CIO merger in 1955. By 1960, the Local was focused on organizing efforts, particularly in the Department of Sanitation, intended to eliminate racial discrimination in hiring and promotion for skilled positions and pay increases. In 1971, Local 1 was restructured into AFSCME District Council 20. The records consist of the business and official records of AFSCME Local 1’s administrative and advocacy staff. Records include contracts and negotiation material; contract administration and enforcement materials; employee grievances; dues collections and rates; budgets, proposals, and financial statements; correspondence; meeting minutes; publications; job descriptions; salary information; convention materials; and informational pamphlets.

AFSCME Local 771 Wayne County, Michigan Library Employees Records

The Wayne County, Michigan Library System was established in 1920 and built branches in the then-far flung rural areas of the county. Librarians in the system organized and received a charter for AFSCME Local 771 in 1943 and operated out of a building at 3661 Trumbull in Detroit. Activities included navigating the newly-established Wayne County Civil Service program. The local was active until 1964 when it disbanded. The county system disbanded in 2015, at which point it had been reduced to just a few locations. Many of the former member locations converted to municipal libraries.

The AFSCME Local 771 Wayne County, Michigan Library Employees records contain correspondence, reports, meeting minutes, constitutions, articles, and photographs. Topics include various committees, the Wayne County Civil Service Commission, AFL, AFSCME International and Council 77. Local 771 Presidents represented in the collection include Anne Farrington, Zona Williams, Kathryn (Wagner) Sadler, and Isabella Swan.

AFSCME Political Action Department Records

The Political Action department at AFSCME monitors political campaigns and ballot measures at the national, state, and local levels, and works to mobilize voters on issues related to public employees. The AFSCME Political Action Department records relate to these activities and contain correspondence, memos, notes, reports, fliers, scripts, surveys, survey data, training manuals, and VHS and audiocassette tapes. Includes information on candidates and AFSCME member views.

AFSCME Publications

AFSCME Publications is a collection comprised of serials created and collected by AFSCME International, District Councils, and Locals. The collection also contains material produced as part of AFSCME’s biannual international conventions and articles published about AFSCME from an academic standpoint. The publications in this collection arrived at the Reuther Library over time and came from multiple sources.

The collection features AFSCME’s official publication, which was first known as The Journal of State and Local Government Employees (1937-1947), then Public Employee (1947-2007), and later, AFSCME WORKS (2007-2017). Much of the collection is made up of newsletters produced at the Council or Local level between 1968 and 1974, illustrating the issues relevant to different types of AFSCME workers during a formative time for the Union.

Note that this collection was updated in September 2019 with the final issues of AFSCME Works and issues of Council 5's Stepping Up.

David Hershey Posters

David W. Hershey worked for AFSCME Michigan Council 25 from about 1975 until 1989. He acquired these advertisement posters during that time from an advertising agency hired by AFSCME International. The ads ran in major newspapers and magazines, but at least one was never published.

Joseph Goulden Papers

Joseph C. Goulden’s biography of AFSCME president Jerry Wurf was published in 1982. Wurf, a controversial figure in the labor movement, served as president from 1964 until his death in 1981. He gave Goulden permission to write about him, “warts and all,” and facilitated access to AFSCME records and employees. In addition to Wurf himself, Goulden interviewed AFSCME staff including Al Bilik, Victor Gotbaum, Joseph Ames, William Hamilton, Leamon Hood, Donovan McClure, Gerald McEntee, and Ernest Rewolinski, as well as United States Senator George McGovern, Jerry Wurf’s wife, Mildred Keifer Wurf, and brother, Al Wurf. Goulden also conducted significant research using the AFSCME collections at the Reuther Library. Jerry Wurf passed away in 1981, shortly before the book was published.

The Joseph Goulden Papers contain an annotated manuscript and master proof of Goulden’s book, Jerry Wurf: Labor’s Last Angry Man.

Peter John Moralis Papers

Peter John Moralis had a long career in the labor movement and politics. He held various roles for the American Federation of State, County and Municipal Employees International Union (AFSCME) as well as affiliated councils. He later worked as an assistant to US Senator Charles Mathias, Jr. where he sought grants for local governments, resolved constituent complaints, liaised to labor groups, and assisted with Mathias's re-election campaign. His papers primarily consist of photographs and newspaper clippings. Also present are correspondence and other paper documents as well as three-dimensional objects.

State Workers Organizing Committee Records

The State Workers Organizing Committee (SWOC) was a semi-caucus and political movement that worked within several unions, including the Welfare Employees Union (WUE), the American Federation of State, County, and Municipal Employees (AFSCME), the Michigan State Employees Association (MSEA), and the United Auto Workers (UAW) in the late 1970s and early 1980s. SWOC was born from within the WEU and served as an activist organization that played a key role in establishing local union chapters, including the UAW Local 6000 and the AFSCME 1880. Additionally, SWOC took part in rallies, job actions, and legal endeavors on issues related to worker concessions, bargaining rights, layoffs, reassignments, grievances, and welfare rights.

The State Workers Organizing Committee Records contains material related to SWOC and affiliated labor groups, such as the Welfare Employees Union and the Michigan State Employees Association. Material included in the collection consists mostly of paper records documenting the efforts of SWOC and the MSEA to establish local union chapters and to agitate for workers rights, including meeting and convention information, legal proceedings, promotional materials, and correspondence with various labor groups and government agencies.

Thomas Oliver “T.O.” Jones believed a union for sanitation workers in Memphis, Tennessee was a necessity. A sanitation worker himself, he experienced the unfair working conditions and accompanying low pay. It was the 1960s and forty percent of full-time Memphis sanitation workers qualified for welfare assistance. The men had to carry heavy trash bins, often leaking waste, from residents’ yards to the trucks in sweltering Memphis heat. Black workers did not read more »

In Memoriam: William "Bill" Lucy

The staff of the Reuther Library is saddened by the passing of long-time AFSCME Secretary-Treasurer and Coalition of Black Trade Unionists co-founder, William “Bill” Lucy. He passed away September 24, 2024 at the age of 90.

Lucy grew up in Memphis, Tennessee and Richmond, California. He worked for Contra Costa County, CA, where he joined with his coworkers to form an AFSCME local in 1956. He later became the local’s president. AFSCME International president Jerry Wurf recognized Lucy as a rising star and invited him to work at AFSCME headquarters in 1966. In 1972, Lucy became AFSCME’s Secretary-Treasurer, the International’s second in command spot. He held that office for 38 years before retiring. read more »

Lillian Roberts's willing sacrifice for public employees

Lillian Roberts almost spent Christmas in jail.

The series of events leading up to December 1968 began more than a year before. New York Governor Nelson Rockefeller decided to make the Civil Service Employees Association (CSEA) the sole collective bargaining representative for state employees, rather than allowing those employees to make their own choice. Rockefeller promised to hold a representation election after a year, but he failed to keep his word. read more »

Moment of Silence for Memphis Sanitation Workers

On February 1, 1968, Robert Walker and Echol Cole of Memphis, Tennessee were killed on the job by a malfunctioning garbage truck. Ten days later, members of their union, AFSCME Local 1733, voted to strike. Their struggle for recognition of their union and their humanity caught the attention of Martin Luther King, Jr. and the entire nation.

AFSCME Convention Announcements and Program, 1936

Information on the first Biennial Convention for the American Federation of State, County and Municipal Employees (AFSCME) at the Book-Cadillac Hotel in Detroit, MI, September 17-19, 1936. Includes information on hotel facilities and Convention program including a list of invited speakers. It reads, in part, "The deliberations of the convention will be concerned with the disposition of resolutions, problems of organization, matters of policy, amendments to the constitution, plans for proposed state and local legislation, a program of education and public welfare, the reports of officers, and the election of officers. Most informative discussions are anticipated."

AFSCME Local 1733 contract, 1968

First contract between AFSCME Local 1733 Memphis Division of Public Works and the City of Memphis. The contract recognized the union, outlined a grievance procedure, and declared an end to discrimination on the job. The agreement also included a 10 cents per hour raise effective May 1, 1968 with an additional increase of 5 cents per hour effective September 1, 1968. The contract put an end to the 65 day strike of the Memphis sanitation workers, calling for employees to return to work on April 17, 1968.

Joan Goddard served as President of AFSCME Local 101 after the Union’s 1981 contract fight centered on narrowing the gap between male and female municipal workers’ pay in San Jose, California.

In this interview, she discusses her role in the negotiations and eventual strike during the 1981 contract struggle. Debate at the bargaining table focused on the Hay study, which compared jobs with similar levels of complexity in predominantly male and predominantly female fields to reveal a large pay gap.

Local 101’s strike is known as the first strike over comparable worth, which argues that a pay gap can only be closed when classifications with similar skill levels earn equivalent pay.

AFSCME Sanitation Workers' Strike, Blueprint for Action

Letter addressed to Mr. James Slaughter, Commissioners' Council on Human Relations, from Warren W. Morse, Business Agent, AFSCME Washington DC Local 1.

The letter reads:
“Several years ago Marvin Fleming, at that time a WBR-3 Trash Collector in the Division of Sanitation, became the instrument through which one of the most deliberate and pernicious systems of racial discrimination in the District government was smashed. Over the determined resistance of Mr. Roeder, Division Chief, and Mr. Redd, Chief of the Incineration and Trash Collection Branch, Mr. Fleming was able to receive on-the-job training as a Crane Operator without first serving an apprenticeship as a Weighmaster. He has since been the subject of repeated harassment.

"On August 16 Mr. Fleming was one of two employees rated as qualified for two positions as Overhead Crane Operator WBR-5712-10. On August 23 a 'personnel request' was submitted for him and the other qualified employee. Sometime between then and September 5, the approval date, Mr. Redd disapproved of Mr. Fleming's selection, and his name was x'ed off the personnel request.

"We charge that this represents retaliation for Mr. Fleming's role in breaking up the old discriminatory system and indicates that there has been more change in practice than in intent. We ask that you take immediate steps to have the Division directed to appoint Mr. Fleming to this position. We also ask that if there is a positive finding that the disapproval represents racial discrimination appropriate disciplinary action be initiated against those responsible."

Memphis Sanitation Strike Strategy Committee letter

A letter addressed to "Christian Colleague" from "The Strategy Committee" describes efforts to support the Memphis Sanitation Workers' Strike. An attached note informs the reader of a poster march to occur on February 26, 1968, beginning at Clayborn Temple in Memphis. The Strategy Committee included: J. M. Lawson, Elder G.E. Patterson, Rev. P. L. Rowe, Rev. Henry L. Starks, Mrs. Thomas C. Matthews, Rev. Harold Middlebrooks, Mrs. Cornelia Crenshaw, Jesse Turner, Rev. Ezekiel Bell, and Dr. Ralph Jackson.

Proposed Agreement, AFSCME Local 1733 Memphis, 1965

Termination form for Gerald McEntee

In 1967, Gerald McEntee left his job as an International Representative to lead Council 33 in Pennsylvania. While there, he lead unprecedented organizing efforts and successfully campaigned for state-wide public employee collective bargaining rights. He lead AFSCME International as President from 1981-2012.
