The interview was conducted by the editor in chief of Change Magazine, G. W. Bonham.  The interview covers all aspects of collective bargaining and unionism in higher education and the political power of the three teacher unions. &lt;/p&gt;

 <title>National Press Club Luncheon</title>

 <description>&lt;p&gt;Shanker speaks in front of the National Press Club to propose a few ideas that he believes will help in the long run the dire economic problems the country was facing in the mid-1970s.  He proposes an early childhood education, an extra step for teacher education similar to what doctors go through and more emphasis on continuing education.  After his speech he takes various questions from the audience ranging from his salary, NEA and AFT merger, merit pay and affirmative action.&lt;/p&gt;

He talks about various bills in the legislature that might help the economic situation. He also talks about the NYSUT&#039;s organization and strength. He praises the staff, and he urges the members to remain loyal to the NYSUT rather than go over to the NEA. He states that a consolidated union will be more effective.&lt;/p&gt;
