 <title>AFSCME Office of the Secretary-Treasurer: Government and Civic Employees Organizing Committee Records</title>

 <description>&lt;p&gt;In early 1950, the United Public Workers union was expelled from the CIO for alleged communist activities, leaving behind an anti-communist group called the Government Workers Union. In February of 1950, the CIO chartered the Government Workers Union as the Government and Civic Employees Organizing Committee (GCEOC) and gave the new committee jurisdiction over federal, state, and local employees. In the next five years, GCEOC aggressively attempted to reach full union status within the CIO but failed to do so before the AFL-CIO merger in December 1955. After the merger, GCEOC was absorbed by the AFL&#039;s AFSCME. Some of the GCEOC personnel and many of its locals transferred into AFSCME, but by the late 1950s almost all traces of the old GCEOC had disappeared.&lt;/p&gt;
&lt;p&gt;These records detail the breakup of the United Public Workers and the formation of the Government Workers Union and the GCEOC. There is considerable documentation on GCEOC Local 1 in Washington, D.C., which became AFSCME Local 1, and of GCEOC organizing efforts in the 1950s in the United States, Canada, and Panama.&lt;/p&gt;

 <title>Association of Catholic Trade Unionists of Detroit Records</title>

 <description>&lt;p&gt;Correspondence, speeches, newspapers and clippings, pamphlets, and handbills. The Association of Catholic Trade Unionists of Detroit was a liberal Roman Catholic group organized in 1938 to strengthen the trade union movement along Christian lines. The main project of the Detroit chapter was the publication of the Michigan Labor Leader, which eventually became the Wage Earner. The paper took a leading role in the campaign against communism. In addition to publishing the newspaper, the ACTU promoted schools in which problems of religion and labor were studied. Members of the Association (which included some Protestants) came from a variety of local unions in the Detroit area. Subjects include CIO (1939- 45); Wayne County CIO Council (1942-46); Michigan CIO Council; UAW local unions, especially Ford Local 600; AFL-CIO unions, including Bakery Workers, Brotherhood of Carpenters, Construction Workers, Brotherhood of Electrical Workers, United Electrical Workers, Furniture Workers, Mine Mill and Smelter Workers, Packinghouse Workers, Typographical Workers, United Auto Workers, and Woodworkers; Ford Strike (1949); General Motors Strike (1945); organization of Ford Motor Company (1940-41); and organization of General Motors (1939-45). Correspondents include George Addes, Richard Deverall, Tom Doherty, Henry Ford II, Richard Frankensteen, Owen Knox, Victor LoPinto, Edward Cardinal Mooney, Lucien Nedzi, Ben Probe, Walter Reuther, Paul Ste.- Marie, and Paul Weber.&lt;/p&gt;

 <title>Jack Barbash Papers</title>

 <description>&lt;p&gt;Jack Barbash held positions in the federal government, the labor movement, and academia, serving in departments such as the U.S. Office of Education, the Department of Labor, and the National Labor Relations Board. Mr. Barbash served as Research and Education Director for the Amalgamated Meat Cutters Union and for the American Federation of Labor-Congress of Industrial Organizations (AFL-CIO) Industrial Union, and served a term as president of the American Association of University Professors University of Wisconsin branch.&lt;/p&gt;
&lt;p&gt;Mr. Barbash’s papers consist of secondary sources related to the labor movement and radical organizations. Important subjects include Bureau of Labor Statistics, Social Security, the Socialist Party of America, the Wage Stabilization Board, and the War Production Board.&lt;/p&gt;

 <title>Alex Barbour Papers</title>

 <description>&lt;p&gt;Alex Barbour was born in Montreal, Canada on December 12, 1912.  He was a resident of Detroit, Michigan from 1923 until 1967.  He first became a member of UAW Local 7 when he worked for the Chrysler Corporation Kercheval Avenue Plant in 1937.  Throughout his career he served on numerous CIO Community Service Committees.  He became Secretary-Treasurer of the Wayne County CIO Council during the years 1948 to 1958 and then served as President of the merged Wayne County AFL-CIO Council from 1958 until his sudden death on February 21, 1967. Barbour’s papers provided insight on his personal and professional activities and affiliations.&lt;/p&gt;

 <title>David S. Burgess Papers</title>

 <description>&lt;p&gt;Originally serving as a minister to migrant workers through the Congregational and Christian Churches (CCC) Board of Missions, David Burgess became a labor organizer for the Congress of Industrial Organizations (CIO), where he was appointed labor attaché to India’s American Embassy in 1955. This appointment led to various senior positions with United States Agency for International Development (USAID), the Peace Corps program in Indonesia and with the United Nation’s Children’s Fund (UNICEF) in Thailand. Mr. Burgess’ papers relate to his work in the ministry, the labor movement and the U.S. Foreign Service and UNICEF in Asia.&lt;/p&gt;

 <title>Louis B. Carrick Papers</title>

 <description>&lt;p&gt;Dr. Carrick, an aquatic biologist, served for a number of years on the staff of the&lt;br /&gt;
Environmental Protection Agency. In 1974, he was appointed principal reviewer of all environmental impact statements prepared in the Southeast under the National Environmental Policy Act of 1969. As a young man, he worked in the automotive industry in Detroit. &lt;/p&gt;
&lt;p&gt;These papers contain an unpublished manuscript entitled “Auto Workers in Action: Labor Dynamics of the American Automobile Industry.” It covers the history of union organizing efforts in the Detroit auto industry in the early 20th Century. Louis B. Carrick wrote the manuscript (under the pseudonym Louis Burcar) with Joe Brown, and Benjamin Linsky. The original draft of the manuscript appears to have been completed in 1938 but it was never published. Duplicates were made in 1982 and this copy was deposited in the Reuther Library in 1983 under the condition that it not be opened for research until September 1988.  The remainder of the papers contains some information about Dr. Carrick’s life and career.  &lt;/p&gt;

 <title>CIO Department of Education and Research Records</title>

 <description>&lt;p&gt;The Congress of Industrial Organizations (CIO) went through a period of change and growth&lt;br /&gt;
during the tenure of George T. Guernsey as Associate Director of Education from 1945–1955.&lt;br /&gt;
Two important events took place when the Taft-Harley Act was enacted in 1947 and the CIO&lt;br /&gt;
merged with the American Federation of Labor in 1955 to from the AFL-CIO.&lt;/p&gt;
&lt;p&gt;Department of Education and Research Records reflect its efforts during this seminal&lt;br /&gt;
period and beyond, to not only educate, inform, and inspire CIO members, but to act as an&lt;br /&gt;
advocate for education in the American political arena. CIO summer schools, conferences, education advocacy activities, and member education materials are well documented.&lt;/p&gt;

 <description>&lt;p&gt;Part 1 contains James B. Carey records, secretary-treasurer of the CIO from 1938 to 1955. Mr. Carey served as chairman of the CIO Civil Rights Committee and secretary-treasurer of the Philip Murray Memorial Foundation. He was the CIO representative to many international conferences, held a number of advisory positions with U.S. government agencies, and was on the executive boards of many private organizations. The topics cover a wide range of CIO activities. Among these are attempts to reunite the AFL and the CIO from 1937 to 1942 and again in 1955; Harry Bridges; communism in the labor movement; financial affairs of the CIO; International Confederation of Free Trade Unions and World Federation of Trade Unions; disputes within electrical workers&#039; unions; CIO and Latin America; labor in World War II; anti-communism, and political action. Correspondents include nearly every major labor figure for the period. &lt;/p&gt;
&lt;p&gt;Part 2 contains George L.P. Weaver records.  In addition to serving as assistant secretary-treasurer of the CIO, he also held at various times the positions of assistant to the president of the United Transportation Service Employees Union; director of the ClO&#039;s Civil Rights Committee; assistant to the chairman of the National Security Resources Board; and member of the Committee to Reorganize the Reconstruction Finance Corporation. Mr. Weaver also played leading roles in the senatorial and presidential campaigns of Stuart Syrnington. In addition to labor topics, the Weaver papers cover Americans for Democratic Action; civil rights; Atlantic Conference of 1959; tin missions to Bolivia and southeast Asia (1951-52); housing; defense; manpower; McCarran-Walter Immigration Bill; NAACP; and the Taft-Hartley Act. &lt;/p&gt;
&lt;p&gt; Part 3 contains records from the office of James Carey. In addition to material relating to his tenure as Secretary-Treasurer, there are some records relating to his role in the IUE. Topics covered include: UE; anti-Communism; expulsion of left-led unions from CIO; and HUAC.&lt;/p&gt;

 <title>CIO Political Action Committee (PAC) Records</title>

 <description>&lt;p&gt;The CIO Political Action Committee (CIO PAC) was established in July 1943 to support&lt;br /&gt;
Franklin D. Roosevelt’s 1944 presidential campaign. After the 1944 election, the CIO&lt;br /&gt;
maintained PAC as its permanent political action apparatus until the CIO merged with the&lt;br /&gt;
American Federation of Labor in 1955. CIO PAC, funded by member contributions, provided&lt;br /&gt;
financial assistance to CIO-endorsed candidates and supported pro-labor legislation.&lt;br /&gt;
Amalgamated Clothing Workers president Sidney Hillman directed CIO PAC from 1943 until&lt;br /&gt;
his death in 1946. When Jack Kroll took over in 1955, CIO PAC merged with Labor’s League&lt;br /&gt;
for Political Education and a year later became the newly formed AFL-CIO’s Committee on&lt;br /&gt;
Political Education..&lt;/p&gt;
&lt;p&gt;The CIO PAC collection consists of correspondence with state CIO PAC offices and numerous&lt;br /&gt;
pamphlets and reports on election campaigns and issues of concern to organized labor.&lt;/p&gt;
&lt;p&gt;Subjects include: civil rights; Democratic Party politics; elections; labor legislation; national health care legislation; Taft-Hartley Act&lt;/p&gt;

 <description>&lt;p&gt;A member of the Industrial Workers of the World, and of the Communist Party, Len DeCaux worked as a correspondent for the Federated Press, as assistant editor of the journal of the Brotherhood of Locomotive Engineers, and as Publicity Director of the Congress of Industrial Organizations (CIO).&lt;/p&gt;
&lt;p&gt;Caroline DeCaux was a member of the Amalgamated Clothing Workers and the Young Peoples Socialist League, and served as Research Director of the CIO’s Labor’s Non-Partisan League.  &lt;/p&gt;
&lt;p&gt;The papers of Mr. and Ms. DeCaux reflect their dedication as advocates of social and economic reform, relating Mr. DeCaux’s career as a labor journalist, the DeCaux’s extensive work with the CIO, Ms. DeCaux’s advocacy for women’s rights, and Mr. DeCaux’s investigations by Federal government regarding his communist affiliation.  The labor movement, and the CIO in particular are well-represented topics in the collection.&lt;/p&gt;

 <description>&lt;p&gt;Katherine Pollak was active in workers&#039; education from 1927-1934. She worked at the CIO national office from 1935-1937 as an assistant to the director. Her papers include original notes and minutes of the earliest CIO meetings. She returned to the CIO national office from 1942-55 as Associate Director of Research, she focused on Social Security, manpower, farm labor and women and children. At the AFL-CIO national office (1955-61), she was assistant director of the Social Security Department and worked intensively to secure passage of health insurance legislation that was a precursor of Medicare. Her papers and records kept during her years as a member of the President&#039;s Commission on the Status of Women reflect the preliminary efforts, which led to its formation as well as her responsibilities as its executive secretary.&lt;/p&gt;

 <description>&lt;p&gt;Merle Henrickson served as president of United Public Workers Local 275 of Detroit in the late 1940&#039;s. From the 1940s through the 1980s, he was involved&lt;br /&gt;
with the neighborhood and community councils of Detroit, particularly the Brightmoor&lt;br /&gt;
District Council. He was a major figure in the citizen movement to improve public&lt;br /&gt;
schools in Detroit and as such, he was deeply involved in school desegregation in the 1970s. His wife, Wilma worked for 15 years in Detroit Public Schools and was active in the same city and community associations as her husband. She was a prolific writer, her works including Detroit Perspectives, a compendium of Detroit history that she edited. &lt;/p&gt;
&lt;p&gt;Part 1 of Henrickson&#039;s papers include material on the United Public Workers, United Office and Professional Workers, Michigan CIO Council, CIO Political Action Committee, and the Greater Detroit and Wayne County Industrial Union councils. &lt;/p&gt;
&lt;p&gt;Parts 2 and 3 reflect both Merle and Wilma&#039;s work and activities in Detroit schools and communities.&lt;/p&gt;

 <title>Irving Richter Papers</title>

 <description>&lt;p&gt;Irving Richter served as president of the Federal Emergency Relief Administration (FERA) Lodge 139 of the American Federation of Government Employees while employed by the FERA, which would later become the Works Progress Administration.  Mr. Richter also served as an economist with the US Labor Department, and as the legislative representative and director of political action in the United Auto Workers-Congress of Industrial Organizations (UAW-CIO) Washington D.C. office.  Mr. Richter was a member of the anti-Reuther caucus of the UAW and was dismissed from the UAW, having been identified by Walter Reuther as a Communist.  &lt;/p&gt;
&lt;p&gt;Mr. Richter’s papers document his career in the labor movement and as an academic, and reflect his research in the postwar history of the labor movement. Part two of Richter&#039;s papers contain copies of his articles for “Behind Washington Headlines” and research files, consisting of notes, articles and clippings, for his writings&lt;/p&gt;

 <description>&lt;p&gt;United Auto Workers  Local 5 began in 1933 as an American Federation of Labor local at  Studebaker in South Bend, Indiana, established in opposition to depression conditions. By the time it became affiliated with the UAW in 1935 it was the largest auto local in the early struggle to establish auto unions and one of the earliest to organize. They joined with other industrial unions to form the Congress of Industrial Organizations in 1937 and remained one of the leading locals in UAW history through the 1950s. Local 5 records reflect their operation and programs through the demise of Studebaker in 1965.&lt;/p&gt;

 <title>Philip H. Van Gelder Papers</title>

 <description>&lt;p&gt;Philip Van Gelder was a career labor union organizer, working in that capacity for the Amalgamated Clothing Workers, Industrial Union of Marine and Shipbuilding Workers of America, International Association of Machinists, the CIO (later AFL-CIO), and the United Electrical Workers (UE). He was involved, until his death in 1999, in progressive politics and social welfare activities, belonging to the Socialist Party in Philadelphia, for which he worked a number of years. His papers reflect his lifelong involvement with the labor movement.&lt;/p&gt;

 <description>&lt;p&gt;George L. P. Weaver served as assistant to the secretary-treasurer of the Congress of Industrial Organizations (CIO), as executive secretary of the American Federation of Labor-CIO (AFL-CIO) Civil Rights Committee, as political education and international programs assistant for the International Union of Electrical Radio and Machine Workers (IU), as Assistant Secretary of Labor for international Affairs during the Kennedy and Johnson administrations and as special assistant to the Director-General of the International Labor Organization.  Mr. Weaver’s papers document his career in the international labor movement and reflect his interest in fair employment practices and civil rights, particularly concerning African-American education.&lt;/p&gt;
