AFSCME Public Policy Analysis Department Records

Part 1 of the AFSCME Public Policy Analysis Department Records focuses on Deinstitutionalization, particularly at Wayne County General Hospital (WCGH). The hospital complex was located in western Wayne County, Michigan, approximately 16 miles west of downtown Detroit. Deinstitutionalization represented a major change in philosophy for mental health treatment delivery and was the term given to the process whereby mentally ill patients were moved out of large public hospitals and into smaller community-based treatment facilities. Typically, large public (state) hospitals were then closed. The process began in 1955 with the introduction of new psychiatric medications by the National Institute of Mental Health (NIMH) into state hospitals. These new medicines offered the possibility of less-restrictive care for the mentally ill outside of the inpatient hospital setting. The deinstitutionalization trend accelerated after the passage of the Community Mental Health Centers Act in 1963 and then continued throughout the 1970’s and 1980’s.

Part 2 of the AFSCME Public Policy Analysis Department Records consists of material related to AFSCME’s national effort to affect public policy in federal, state, and local governments during the 1970s. The department conducted research on issues with the potential to impact AFSCME members, especially matters of Social Security, cost of living, pensions, healthcare, deinstitutionalization, public health care, and unemployment. From this research, the Public Policy Analysis Department created reports and studies meant to influence the policy created by government agencies. The bulk of Part II of this collection represents AFSCME’s work in the debate on deinstitutionalization and health care reform efforts between 1973 and 1978.

Part 3 of the AFSCME Public Policy Analysis Department Records contains correspondence, memos, reports, data, news articles, studies, speeches, and testimonies. Large portions of the records pertain to mental health and deinstitutionalization. Other topics covered include taxes, Reagan-era budget cuts and other economic issues.

William Beckham Jr. Papers

William J. Beckham (1940-2000) was originally from Cincinnati, Ohio. He was educated at the Detroit Institute of Technology (1959-1960), Wayne State University (1960-1962), American University (1962-1964), and the University of Maryland (1965-1966). During these years he took courses in political science. Beckham went on to pursue a career in politics at both the local and national level. In 1964, Beckham worked on Senator Phillip Hart’s campaign and then joined his staff from 1965-1973. Later in his career he would serve as Deputy Mayor to Coleman A. Young, Assistant Secretary of Treasury, and then Deputy Secretary of the Department of Transportation under President Jimmy Carter. In the private sector, Beckham was Vice President of Unisys Corporation, COO of Envirotest Systems Corp., and President of New Detroit (1995-1999). Towards the end of his life, he became heavily involved in Detroit Public School system reform, leaving New Detroit in 1999 to become President of the Skillman Foundation. Beckham died suddenly in 2000 on the way home from a family vacation.

The Beckham Papers include clippings and programs from meetings, conferences, and award ceremonies that span the length of his career, but focus mainly on his time in the U.S. Department of Transportation and his efforts to reform the Detroit Public School system. During his time in the Department of Transportation, Beckham frequently spoke publicly and at conferences, and the collection includes some of the speeches and remarks he gave during the year 1980. Also included are photographs from his service at the national and local level.

NALC Office of the President: Vincent Sombrotto Records

Vincent R. Sombrotto was elected the 16th president of the National Association of Letter Carriers (NALC) in 1978, serving nearly 24 years until his retirement in December 2002. Bolstered by the rank and file movement in the early 1970s, Sombrotto was overwhelmingly elected president following the adoption of reforms he advocated to make the union leadership more responsive to its members. His accomplishments included wage increases, improving working conditions, passing reform of the Hatch Act, and actively promoting community service and charity fund raising including the annual NALC Food Drive.

Parts 1 and 2 of NALC President’s Office: Vincent R. Sombrotto Records document his presidency, beginning with his first term in 1979. The materials in the collection create a cohesive picture of his time in office, detailing day-to-day activities and administration, organizational affiliations, political action, community service, and interaction with the union membership.

Dr. Harris Dousemetzis shares the extraordinary impact of U.S. President Jimmy Carter on gay rights in the 1970s and early 1980s, from instituting policies to prevent anti-gay discrimination of most federal employees to facilitating IRS nonprofit status for gay rights organizations and community centers, enabling them to receive federal funding for educational materials and health clinics, among other things. read more »

AFT 61st Annual Convention

Al Shanker hits on a few major topics in this speech. He begins by talking about the success AFT and the labor movement had in organizing to help Jimmy Carter win the presidency. He mentions the meetings he has had with the new administration that give him hope for funding and enforcement of educational issues and laws like the 1973 Comprehensive Employment and Training Act (CETA) and Title I of the Elementary and Secondary Education Act of 1965 which deals with improving the academic achievement of the disadvantaged. read more »

AFT Convention 1980 State of the Union Speech

Al Shanker addresses union members and guests at the AFT annual convention. He discusses at great length legal, political, and judicial issues that affect public education including: a recent Supreme Court decision in the case National Labor Relations Board (NLRB) v. Yeshiva University in which professors were deemed management and thus unable to unionize; Lau Regulations, named for a court case, Lau v. Nichols, which mandated bilingual education; Youth Employment Programs that created publicly funded private institutions for high school students; the presidential Democratic Convention at which Jimmy Carter won the nomination over the AFT's endorsed candidate, Ted Kennedy; and the NEA's support of the Department of Education. Additionally, Shanker welcomed to the convention union members who were not involved in education as the AFT had recently added members from the health care and civil service fields. Shanker also welcomed international members and asserted the AFT's commitment to human rights and international aid. Shanker warned against tuition tax credits and vouchers. He also discussed partnerships with the business community to address dire economic conditions in the nation's cities, enlisting corporate help to support schools. Finally, Shanker states that education cannot be improved by political action alone, insisting that teachers commit to improving educational quality and relationships with parents.

Statement to Democratic Party Temporary Platform Committee

Al Shanker explains what the AFT believes should become part of the Democratic Party platform. These platform ideas include provisions of federal funding to support the requirements mandated in federal education law; federal effort to keep college and university tuition costs down; focus on the development of early childhood education programs; expansion of the National Labor Relations Act to cover public sector employees; economic recovery measures; and several other issues.
