AFSCME Communications Department Records

AFSCME has produced a regularly published magazine since its inception. Publication duties for this organ and other materials were accomplished by the Education and Publications Department for the first twenty years of AFSCME’s existence. The 1954 Convention, however, passed Resolution 14, establishing a Publications and Public Relations Department. This new department would continue to publish the AFSCME magazine and other materials and would also take on new media public relations duties both at headquarters, and importantly, in the field. Recognizing that current field staff’s duties did not include crafting AFSCME’s message during organizing campaigns and strikes, it was hoped that the new department would provide skilled public relations professionals on the ground. The new department was created on April 1, 1956. The Publications and Public Relations Department existed until 1971 when the name was changed to the Public Affairs Department. This existed until 2011 when the name was changed again to the Communications Department.

The AFSCME Communications Department Records document the public activities of the Department, AFSCME International, and AFSCME officials. Records include speech transcripts; press releases; surveys and polls; documents related to AFSCME biennial conventions such as transcripts of proceedings, correspondence, and planning documents; correspondence; publications; meeting minutes; clippings; photographs, slides, and negatives; audio and video recordings; and posters.

NALC Office of the President: Vincent Sombrotto Records

Vincent R. Sombrotto was elected the 16th president of the National Association of Letter Carriers (NALC) in 1978, serving nearly 24 years until his retirement in December 2002. Bolstered by the rank and file movement in the early 1970s, Sombrotto was overwhelmingly elected president following the adoption of reforms he advocated to make the union leadership more responsive to its members. His accomplishments included wage increases, improving working conditions, passing reform of the Hatch Act, and actively promoting community service and charity fund raising including the annual NALC Food Drive.

Parts 1 and 2 of NALC President’s Office: Vincent R. Sombrotto Records document his presidency, beginning with his first term in 1979. The materials in the collection create a cohesive picture of his time in office, detailing day-to-day activities and administration, organizational affiliations, political action, community service, and interaction with the union membership.

Address: AFT Convention

Al Shanker begins by highlighting the AFT's growth and success since the last convention. He then discusses the upcoming presidential election between Ronald Reagan and Walter Mondale and details why he is optimistic for a democratic win. He further argues for the AFT and labor's involvement in Mondale's campaign. Next, Shanker turns to education reform, stating that the AFT has led the discussion on innovative school reform while the NEA has remained traditional in its responses to bad reports of school status. read more »

AFT Convention 1980 State of the Union Speech

Al Shanker addresses union members and guests at the AFT annual convention. He discusses at great length legal, political, and judicial issues that affect public education including: a recent Supreme Court decision in the case National Labor Relations Board (NLRB) v. Yeshiva University in which professors were deemed management and thus unable to unionize; Lau Regulations, named for a court case, Lau v. Nichols, which mandated bilingual education; Youth Employment Programs that created publicly funded private institutions for high school students; the presidential Democratic Convention at which Jimmy Carter won the nomination over the AFT's endorsed candidate, Ted Kennedy; and the NEA's support of the Department of Education. Additionally, Shanker welcomed to the convention union members who were not involved in education as the AFT had recently added members from the health care and civil service fields. Shanker also welcomed international members and asserted the AFT's commitment to human rights and international aid. Shanker warned against tuition tax credits and vouchers. He also discussed partnerships with the business community to address dire economic conditions in the nation's cities, enlisting corporate help to support schools. Finally, Shanker states that education cannot be improved by political action alone, insisting that teachers commit to improving educational quality and relationships with parents.

Quality Education Standards in Teaching (QuEST) Conference

Al Shanker begins this speech with the economy. He cites three myths about the economic downturn: first, that people are worse off than in the past; second, that the middle class is suffering because of focus on the poor; and third, that government spending causes inflation. Shanker further asserts that school funding should not be cut. Next, Shanker turns to education. He cites a recent report that said private schools are doing better than public schools. Shanker states that this is false, but that the public holds this perception. He urges the audience to change that perception. read more »

Statement before the Democratic Platform Committee

Al Shanker laments the Reagan Administration's education policies and implores the Democratic Party to refute them in its platform. Specific policies he deplores are tax exemptions on private school tuition, a voucher program, and merit pay for teachers. Shanker urges the Democrats to hold two goals for education: giving aid to people who need it and improving the quality of education. He mentions that raising teacher salaries is important in improving education quality, while noting that much of that policy will be set at the state level.

Statement to Democratic Party Temporary Platform Committee

Al Shanker explains what the AFT believes should become part of the Democratic Party platform. These platform ideas include provisions of federal funding to support the requirements mandated in federal education law; federal effort to keep college and university tuition costs down; focus on the development of early childhood education programs; expansion of the National Labor Relations Act to cover public sector employees; economic recovery measures; and several other issues.

Testimony before the Senate Policy Forum

Al Shanker argues strongly that President Reagan's budget proposal should be rejected and overhauled. Reagan's proposals include a 32% cut in education funding and a 40% cut in children's nutrition funding. These cuts are larger than for other agencies, and Shanker deplores the disproportionality as well as what the cuts would mean for schools. Not only would educational programs be endangered, but the nutrition cut would also seriously jeopardize the school lunch program. read more »
