AFSCME Communications Department Records

AFSCME has produced a regularly published magazine since its inception. Publication duties for this organ and other materials were accomplished by the Education and Publications Department for the first twenty years of AFSCME’s existence. The 1954 Convention, however, passed Resolution 14, establishing a Publications and Public Relations Department. This new department would continue to publish the AFSCME magazine and other materials and would also take on new media public relations duties both at headquarters, and importantly, in the field. Recognizing that current field staff’s duties did not include crafting AFSCME’s message during organizing campaigns and strikes, it was hoped that the new department would provide skilled public relations professionals on the ground. The new department was created on April 1, 1956. The Publications and Public Relations Department existed until 1971 when the name was changed to the Public Affairs Department. This existed until 2011 when the name was changed again to the Communications Department.

The AFSCME Communications Department Records document the public activities of the Department, AFSCME International, and AFSCME officials. Records include speech transcripts; press releases; surveys and polls; documents related to AFSCME biennial conventions such as transcripts of proceedings, correspondence, and planning documents; correspondence; publications; meeting minutes; clippings; photographs, slides, and negatives; audio and video recordings; and posters.

AFSCME Office of the Secretary-Treasurer: William Lucy Records

The AFSCME Office of the Secretary-Treasurer oversees the general financial health of the international union, keeping records for its locals, councils, and the headquarters staff. The Office keeps files on council and local trusteeships, maintains per capita dues payments by locals and councils, issues charters to new locals, and suspends and disbands locals or councils when problems arise. William Lucy held this position for 38 years, 1972-2010.

Lucy joined AFSCME as a civil engineer in Contra Costa, CA in 1956. A decade later, he was working for the International in Washington, D.C. Proving his leadership abilities during the 1968 sanitation workers strike in Memphis, during which Martin Luther King, Jr., was assassinated, Lucy became AFSCME Secretary-Treasurer in 1972. Alongside his work with AFSCME, Lucy also served with countless labor, civil rights, and civic organizations to advance causes for blacks, women, and workers locally in Washington, D.C., nationally, and internationally. Lucy helped found the Coalition of Black Trade Unionists (CBTU) in 1972 to represent African Americans in the labor movement. He was instrumental in the Free South Africa Movement's efforts to end apartheid in South Africa. He served as president of Public Services International (PSI) and as a member of the AFL-CIO Executive Council. These activities are reflected in the Records. Lucy retired from the position of Secretary-Treasurer in July 2010 at the AFSCME biennial convention.

The AFSCME Office of the Secretary-Treasurer: William Lucy Records document the activities and operations of AFSCME International, the Office of the Secretary-Treasurer, and AFSCME’s state and local councils. The Records also convey the actions of William Lucy in a number of labor and civil rights organizations, including TransAfrica, the NAACP, CBTU, PSI, and the AFL-CIO. The Records include correspondence, reports, speeches, financial information, legal documents, convention transcripts and proceedings, publications, and meeting minutes. Several boxes of audio recordings of International Executive Board meetings are included, and a very small number of photographs appear in the collection.

AFT President's Office: Assistant to the President Bella Rosenberg Records

Bella Rosenberg served as the assistant to the president of the American Federation of Teachers from 1984-2005, under Albert Shanker and Sandra Feldman. Albert Shanker was president of the AFT from 1974 to 1997. He was one of the first educators to embrace the findings of the report A Nation at Risk which outlined extensive problems in America’s public schools. Shanker and Rosenberg worked closely on various initiatives, many of them in response to the report. This included a peer review program started at the Toledo Federation of Teachers Local 250, a teacher certification program called the National Board for Professional Teaching Standards, and in 1988, the concept of charter schools, which later took on a life of its own and became very different from Shanker’s original vision. Beginning in 1970, while Shanker was still president of New York’s United Federation of Teachers, he wrote a weekly column in the Sunday New York Times titled “Where We Stand”. He had to purchase advertising space in order to publish his writing. The weekly column lasted for 26 years. Sandra Feldman became Vice-President of the AFT in 1974, president of the UFT in 1986, and took over presidency of the AFT upon Shanker’s death in 1997. She was also involved in the AFL-CIO and Education International, a worldwide federation of teachers’ unions. During her AFT presidency, she strengthened the union’s relationship with the National Education Association, though a vote to merge with the NEA did not pass. Feldman served as AFT president until 2004.

Rosenberg collaborated with Shanker and Feldman on many projects and initiatives for the AFT. They worked together on articles and speeches, particularly Shanker’s “Where We Stand” column. Rosenberg was a primary force in AFT’s Lessons for Life Campaign in the mid-1990s, which sought to address issues raised in A Nation at Risk. Rosenberg worked on a report released by the AFT in 2004, for which she analyzed data from the 2003 National Assessment of Educational Progress to conclude charter schools were performing worse than traditional public schools. She also gave many of her own speeches and interviews as a representative of the AFT.

The AFT President’s Office: Assistant to the President Bella Rosenberg Records contain correspondence, memos, notes, reports, manuscripts, books, brochures, press releases, surveys, minutes, VHS and audio cassette tapes, and photographic slides documenting the activities of the national office. The collection also contains articles, speeches, and testimonies, including, in some cases, multiple annotated drafts exchanged between Rosenberg and Shanker and Rosenberg and Feldman.

Center for the Child Care Workforce Records

The Center for Child Care Workforce (CCW) was founded in 1977 as the East Bay Staff Education Project in Oakland, California. It underwent several name changes throughout its history, including the Child Care Employee Project (CCEP) in 1978, National Center for the Early Childhood Workforce (NCECW) in 1994, and its most recent name change in 1997.
The organization advocates for improved childcare quality through better wages and working conditions as well as providing professional development programs for childcare workers. The organization conducted studies on the conditions facing childcare workers, particularly low wages and high turnover rates, first in the San Francisco area and later on a national level. The group carried out one such study in the late 1980s called the National Childcare Staffing Study, which looked at the link between the quality of childcare and the pay and stability of teachers. This and various other studies as well as events like the Worthy Wage (WW) Campaigns and In Praise of Providers (IPOP) in the 1990s helped to raise awareness of the issues facing childcare workers. In 1994, the CCW moved its headquarters from California to Washington, D.C. In 2002 it merged with the American Federation of Teachers (AFT) under the latter organization’s nonprofit Educational Foundation.

The Center for the Child Care Workforce Records cover the organization from its founding to its transition to becoming part of the AFT. Included are research and reports on major studies conducted by the CCW, notably the National Child Care Staffing Study, Leadership Empowerment Action Project (LEAP), planning documents for national Worthy Wage Campaigns and other special events. Also included are correspondence, fliers, pamphlets, reports, guidebooks, meeting minutes, press clippings, newsletters, audio visual materials including photographs, slides, and video and audio tapes, and memorabilia such as t-shirts and buttons.

SEIU Morton H. Shapiro Papers

The Service Employees International Union (SEIU) was founded in 1921 as a union of flat janitors. Over the years it has grown in size and scope, and now comprises three divisions: healthcare, property services, and public services. Mr. Morton H. Shapiro was a rank-and-file member within SEIU. Over the years he collected an assortment of political campaign bumper stickers and posters generated by CSEA-SEIU Local 1000, which are the materials found within this collection.

SEIU Organizing Department Records

The 1980s was a difficult time for American Labor. The American economy was in recession and national politics were not hospitable to organized labor. Yet, SEIU grew by 500,000 members. By 1992, SEIU reached the million-member mark. The membership achievements of SEIU can be largely credited to the efforts of its Organizing Department. The primary responsibility of the SEIU Organizing Department was to organize the unorganized. The SEIU Organizing Department sought to gain new membership for the International through targeting building service, healthcare, clerical and public sector employees. Additionally, the Organizing Department gained new SEIU members through the affiliation of formerly independent organizations and unions.

Records from this collection chronicle the expansion of SEIU through organizing campaigns and affiliations, during a period when American organized labor was contracting. The collection contains affiliation agreements, newspaper clippings, correspondence, memorandum, handwritten notes, flyers, brochures, statistics, surveys, agendas, meeting minutes, organizing plans, subsidy requests and recommendations, budgets, buttons, posters, agreements, a cassette tape, reports, expense reports, training materials, organizational charts, speeches, photographs, questionnaire, and anti-union literature. These records provide insight into the planning and strategies behind SEIU’s organizing campaigns, which led to SEIU growth.

UAW Public Relations Department Photographs and Sound and Video Recordings

Since the United Automobile Workers of America (UAW) was established as an affiliate of the American Federation of Labor (AFL) in August 1935, the union has maintained an office to deal with public relations. At that time, a "Committee on Publication" was formed, which became the "Publication Committee" in April 1936. The Committee subsequently became the "Publicity Department" in August 1936, when the UAW became an independent union affiliated with the Congress of Industrial Organizations (CIO). This became the UAW's Public Relations Department some years later. The primary purpose of the original Committees and Department was the production of the union's national newspaper, the United Automobile Worker, which became Solidarity in 1957. Over the years, as the UAW grew into a large, powerful union, the P.R. department played an increasingly important role in writing speeches and producing various publications. It also generated large numbers of photographic images, created television advertisements, and issued press releases, delivering the union’s official stance on nearly all issues. In recent years, the P.R. Department has also been responsible for maintaining the union’s social media presence. The collection consists of Audio-Visual material, including photographic prints and contact sheets, videotapes, and audio recordings.

He states that standards have been lowered to the point that high school diplomas are virtually meaningless. He compares the U.S. to other countries that have higher standards and also treat other problems differently. Al Shanker states that teachers should take charge of education reform rather than waiting for legislators with little to no expertise to write mandates that make little sense and are nearly impossible to meet. He cites three areas that should be addressed: increasing teacher pay, reducing class size, and giving teachers more time to grade work and plan lessons.
