Educator Manilla Topdahl was active in the American Federation of Teachers (AFT), serving a term as president of the St. Paul Federation of Women Teachers, Local 28, and as vice-president of the St. Paul Federation of Teachers. Ms. Topdahl’s papers relate to the activities of these unions through the Joint Council of Teachers and the merger of the Federation of Women Teachers Local 28 and the men’s St. Paul AFT Local 43.
