




The Department of Research and Education (R & E) developed to provide information and educational materials for officers and members of the National Association of Letter Carriers (NALC). R & E, under the director F. John Miller, not only produced and distributed information in the form of manuals, handbooks, and guides, but aimed to develop, expand, and continually improve a collection of educational and training material to support NALC departments and research projects, and assist in preparing testimony, policy statements, and press releases on legislative issues. Miller created a comprehensive collection including publications and resource materials generated by various NALC offices, the U.S. Postal Service, and the U.S. Government, resulting in the creation of the NALC Information Center.
