Cavanagh worked with Johnson in a number of different capacities, including on the Special Advisory Commission to President Johnson on Manpower Problems; the Advisory Committee to President Johnson on the Youth Opportunity Program; the Public Official Advisory Council for the Office of Economic Opportunity; and the National Citizen's Committee for Community Relations.
