(8877) Colonel A.E. Garey

Colonel A.E. Garey was civil service counsel and head of the civil service division. In this role, he gave advice to local unions in matters concerning retirement plans, working agreements, and legislative programs, as well as civil service laws, amendments, and rules. In 1931, Colonel Garey, as head of the Civil Service Personnel in Wisconsin, encouraged civil service members to unionize. This local group grew until in 1936, the AFL chartered a new international union for civil service employees: AFSCME.
