AFSCME leaders and staff pose in front of the International Headquarters in Madison, Wisconsin in 1949. AFSCME moved its headquarters to Washington, D.C. in 1957. In the front row, the first three from left are Colonel A. E. Garey, civil service counsel for AFSCME; Secretary-Treasurer Gordon Chapman; and President Arnold Zander. A young Jerry Wurf, who became President in 1964, can be seen in the second standing row between Chapman and Zander.
