Charles Hazelwood, president of the Tennessee Federation of Teachers and Roy Blackwell, president of the Carter County Federation of Teachers, Local 1140, AFT, appear outside of the county courthouse with a copy of a judge's decision ordering retroactive pay raises for county teachers under their five year contract with the school board.
